Why is law enforcement so weak in Texas?

It baffles me that every time we have an active shooter, police wait outside for hours to wait for tactical teams. As a former US Infantry Marine, I find this weak. You have uniformed officers with Kevlar and AR-15s. The uniformed officers got shot at, and they retreated and refused to reengage? What in the actual fuck? What kind of spineless chain of command operates in this way?

Most police in America are useless cowards and bums. They care more about their pension than they do their populace.

It's not just Texas, it's everywhere. It's seems to me that 90% police officers only became police officers because they wanted a sense of authority, not because they actually care to protect people.
