That depends on definitions & extent.

Despite Oxford's definition, "regime" nowadays is pretty vague, dependent on government & the current situation. From what I've seen so far, governments brand others they don't like as "regimes" while their allies are fellow-"governments" (ex. Election-hosting Tehran is a "regime" according to Washington, but dictatorship-run Riyadh is a "government"; while the northern & southern rulers of Korea have generally point to each other as a "regime" while "government" is what they claim themselves to be… until Seoul's Pres. Moon & Pyongyang's Chairman Kim made historic improved-relations, prompting each other to mutual respect as fellow-"governments"… until John Bolton ruined everything during the Hanoi Summit, prompting a return to Korean "governments" denouncing Korean "regimes" as usual).

What exactly is "right-wing" here? Traditions vary by region, so what's "conservative" somewhere may be "liberal" on another, depending on specific stance. Likewise, with "liberal" worldwide.

And HOW right-wing? Russia just by itself has 3kinds, depending on what traditions they want to revive: pre-Revolution imperialist, Soviet, or Eastern Orthodox. Meanwhile, the U. K.'s Conservative Party is pretty left-wing by U. S.-standards, while Japan's Liberal Democratic Party is considered right-wing.

As an example, my Philippines has recently been called by foreign "news"-media a right-wing dictatorship, despite then-Pres. Rodrigo Duterte being a Socialist who instituted the "Universal Health Care Act" (Republic Act 11223) (that U. S. Republicans would, indeed, call "Socialism"), and fighting the Muslim tradition of legal child-marriages (ages 12-15) with R.A. 11596 (what far-right Muslims would call "liberal"), plugging the loophole in the 1977-decreed Presidential Decree 1083's TITLE Ⅱ: "MARRIAGE AND DIVORCE", Chapter Two: "MARRIAGE (NIKAH)", Section 16. Also, it was Liberal Party then-Pres. Benigno Aquino Ⅲ before him who cut the budget, generally a stance held by the U. S. Republican Party until 2016 (much to my & my fellow-Ron Paul-supporters' dismay).
