The Earth is greener today thanks to CO2 fertilization from burning fossil fuels. We’re pretty much getting closer and closer to recreating the same atmospheric conditions. the dinosaurs lived in millions of years ago when carbon dioxide levels were above 2000ppm, it was also warmer. There would probably have to be a huge reduction in human population and massive reclaiming of arable land for thicker vegetation, so that oxygen levels could rise to above 30%, but then huge dinosaurs could then be supported with more oxygen available for metabolism.
