Where I live, Walmart started locking up men's boxer shorts and briefs years ago. Then we had to go to checkout stand No. 11 to pay for them. Checkout stand always had a really long line because of the lock boxes.
They should lock up the people stealing the SPAM, then serve them SPAM for breakfast, lunch, and dinner.
