At what point should privacy be revoked?

A lot of people like their privacy, and rightfully so, but when should certain things be open to the public?

For example: A politician (regardless of any held belief or party affiliation). Should his/her email records be visible to the public, to ensure that illegal activities or communications are not happening? What about army generals?

Should all of their records be open to the public, should their be a special group dedicated to recording and analyzing all events, etc etc?
At what point should privacy be revoked?
