How could you establish a small town of 100 to 1000 people to start?

I want to find like-minded company and establish or move to a physical community. What do you think?

This has been tried before. It had limited success. If I was going to do this I think you need to have a good place for people to live that is nearby to a place of employment. The idea of Communism is a recipe for failure so I would come up with some other system.
