Where I live currently, they have cooling stations set up all throughout the city to prevent people from dying from the heat with no a/c because it kills several people every summer, usually low income or homeless. You do what you have to do to survive, and if going to a warming bank is going to do that for you, than you do it. Really, what exactly is your alternative, freeze to death?

Nah, we have a huge woodburner which also heats the water in all the radiators throughout the house, and the local builders merchant gives us shipping pallets to burn for free. Plus I live in the warmest part of the country.

Trump mentioned nothing about the turmoil of Russia taking the energy market hostage - he was talking about too large a dependency on Russia as energy supplier.
