Your just asking for corruption and dysfunction if you let politicians run anything.

To solve this problem you must address what hunger is and human nature, not just throw money at it. Hunger is not a problem its a motivation to eat and work to make food.

You can remove the motivation to work by forcing others to do it for other reasons but in the long run you will simply have a lot more hungry people.

If you don't keep all people motivated to pull their weight, any sustainable solution MUST work with nature NOT against it.

That means recognizing hunger as a motivation not itself a problem. The problem is too many people don't know how to make or earn food.

I think that we, as the greatest country in the world, have an obligation to help Africa and other poor countries. We, being "the land of plenty " should definitely have a good food plan for Africa. We waste about 20% of our edible food. We could use big freezer ships to get it out to Africa

I think there are plenty of bridges and other public infrastructure that need fixing and if people are struggling or homeless, as we did during the great depression, we can put them to work helping repair and fix these structures in exchange for shelter, food, and a wage.
