Isn't it sad that a human life is treated as less valuable in a poor country?

In some poor countries, you have hundreds of people riding on top of a train. Any one of them could just fall off and die. In other countries, little kids literally swim in deltas and rivers that are full of human feces. Even their own parents don't care about their health because they're already so poor. Whereas in rich, developed countries, you have laws preventing these kinds of things from happening.

Isn't it sad that a human life is treated as less valuable in a poor country?
