What should US do with PR?

Basically PR is one big US subsidy. US just loses money like USPS

Tax them because they get a lot of Aid from taxpayers

Make them a state and make them operate like a state

Sell PR to some other country and save a lot of money

turn PR into a prison colony and send all the villains in our prisons there
