It was the the supreme court, and they abolished stating it had to be passed/codified through congress and secondly in 2009, Democrats controlled both the senate and house, they should have codified Roe then, but not they were too busy using roe as leverage for fundraising. Had Democrats codified Roe when they controlled congress, we wouldn't be in this situation.

The Supreme Court is a political appointment and thus their decisions are inherently political. The argument of the Supreme Court was also not that it had been codified by Congress.

As for Democrats codifying Roe when they controlled congress? Why Would that matter if the Republicans were not against it? If Republicans were supportive of abortion rights then it would not matter who controlled what since it would be something both parties supported.

That means nothing. Laws are easily changed. The only thing more secure than a supreme court decision would be a constitutional amendment which is extremely hard to do and also incredibly risky since it could mean something bad gets written into the constitution rather than what you want.
