Why do people make excuses as to why people bully instead of siding with the victim?

We all know that bullying is wrong yet why do schools and society at large and yet instead of being firm with bullies, everyone tries to be fair but more towards the bully than their victim. For example, if someone makes a complaint about being bullied and no one, not HR or school officials do anything, yet if the bully makes a complaint about the victim or the victim snaps then schools and HR are quick to lay down the law on the victim and not the bully. Or if the bully victim commits suicide the schools go on PR mode and do everything they can to prove that bullying wasn't the cause of the suicide and try to make excuses for the bullies.

We have all been bullied. People outgrow it. If the psychological profile is so weak as not to be able to get over it THEN someone at real job would eat them alive. Bullying is a plus as it prepares another for the adult world.
