Why is it that when someone is getting bullied, the burden is on the victim to keep the peace?

if someone is getting bullied at work or school, why is it that administration and HR tells the victims of bullying to keep the peace and force them to play the by the rules to stop the bullying even though nothing gets. I've launched hundreds of complaints and nothing gets done about bullies yet if I do or a supporter says something that offends the bully then either school administrators or HR investigates immediately and the reputation of the victim is ruined. Why don't administrators act on complaints of bullying.

Because lot of people in authority are cowards. They themselves are scared of the bully. So rather than enforce the law or the rules, they blame the person who is the weakest.

You can't rely on authorities to do with bullies, they enable bullies. You have to face bullies with physical force or some other scheme to get them to back off.
