Why is that when someone is getting bullied that they force the victim to not retaliate both physically and verbally?

In every school and workplace there is always one bully and these schools and workplace know who the bully is but yet when a complaint is made against the bully they ignore it and try to coerce the victim of the bully not to retaliate and instead are giving shitty advice not just from bosses snd teacher but by parents and coworkers like rise above and ignoring them instead of giving adivce like using self defense and retaliatory roasting jokes to deter the already violent and verbally abusive bully. It seems to me most places are more interested in containing and preserving their reputation rather than getting to the bottom and stopping the bully from wrecking more havoc in the workplace and school. For example in my school right now, they know this one girl right now who is a loud mouth mini trump who bullies people and they didn't do anything to me because I told them if she continues her behavior with me then I'll be petty back and I don't care if it makes them afraid and she goes from person to person who she views as a threat to her supposed domination of the classroom. Why do the establishment not do anyone about bullying and FYI it has nothing to do with liberals.

Taking your question at face value for a second, when does it stop? If the bully says something mean to the victim, are you advocating the victim should hit the bully? Then waht? The bully just magically stops? What if they hit back? Should the victim now escalate? To what? Knives? Bricks? Brass knuckles? Should the cycle continue until one of them is dead?

Bullying sucks and should be stopped, but I'm not sure that escalating is the right path.

That was an unexpected but super obvious consequence of the zero-tolerance policy instituted after the Columbine shooting.

Basically, a bunch of parents got it into their heads that the kids who shoot up schools are the victims of bullying. That could NOT be further from the truth. In reality, it's the bullies who shoot up schools. Zero tolerance was implemented to address the bullying that wasn't actually causing kids to lose their shit.

Because if someone is provoked into fighting back, the victim is blamed as the bully and not the actual bully. It’s a system that’s supposed to easily identify villains but it just further hurts their victims.
