A federal judge recently ruled in favor of a Washington state bikini barista stand, striking down the city of Everett’s dress code ordinance that required the bikini clad workers to cover up.

Good for the judge, it was the right decision.

Any woman who has a problem wearing a bikini shouldn't work at "bikini barista stand". Problem solved.

Only that wasn't the "problem" supporters of the law were trying to address. The law that was struck down was pushing the gynocentric agenda of women of a certain kind, who should not be allowed to have the power they crave over others.

Why would a Federal court be hearing a case about a city ordinance?

I don't understand the big deal. It's a bikini. You see them at the beach and pools all the time. How puritanical or behind in the times do you have to be to get offended by a bikini which has been around for ages now?
