Here if there is a death, or someone that could possibly pass it can take a long time.
Everything has to be measured, documented, so all of that can take a few hours.
Esp. if it a possibility that it alcohol or drug related, then it can be a homicide.

Typically they have to do an investigation, take photos, measure distances, talk to witnesses. Sometimes it's closed for many hours

Been 3 hours already and haven't moved the bus. Ambulance and recovery gone still trying to get under the bus with forensics
