It's junk philosophy trying to sound deeper than it is.

There are places where there is no rainfall because of the evil they have done to their climate, and there are places where there is a lot of rainfall despite them having done little wrong.

In other words. Rainfall is discretionary.

Hmm... I suppose it means that the world at large doesn't care if you're a good or bad person. Bad things are just going to happen and there's nothing you can do to change that.
