Because it's a competitive state, obviously. There's no point either party wasting a lot of time and money by campaigning hard in states like California or Kentucky, because the outcome is already a foregone conclusion.
*Should* politicians be focusing on just a handful of swing states? No, of course not, but it's an inevitable consequence of the really fucked up electoral system that the US uses. The whole thing needs to be scrapped and replaced with proportional representation.
