I'd imagine you worked a job or two, did your satellite or regional boss actually work a day in their life? You'd say no and it's kinda similar but without human rights and genocide of varying degrees.

While your boss dosen't have to recognize humanity, governments of today are required to do so. Governments are also continuous construct. If you have a 1800s war bond today the government will pay it out. At the same time something is stolen from the government in the 1800s but discovered today will be returned to the government and you'll be suspect #1 on stealing it. The point being it is the government while not the exact people in charge is still the same exact government from it's founding.
