Venezuela has a lot of extra-heavy crude oil the bulk of which is not even recoverable. West Texas Intermediate light sweet crude oil is generally considered the best oil in the world. Light sweet crude is ideal for producing fuels like gasoline, diesel, and aviation fuels. There is far less demand for heavy crude oils that you find in Venezuela. As a result they are less expensive to purchase on the open market, but far more expensive and energy intensive to refine. They are also far worse when it comes to the environmental impacts they impose. Heavy crude is often used for plastics, petrochemicals, road surfacing material, and bunker fuel for shipping. Thus if Biden is going after Venezuelan oil, he's not interested in domestic transportation fuel prices. He's more interested in something like plastic manufacturing. That said Canada and Mexico both produce more heavy crude oil at the moment... China is the world's largest plastics manufacture though, and Joe is loyal to China. They probably commanded him to get some and he said heh man, here's the scoop, 10% for the big guy...
