You're right that geographically they're a part of Latin America. But it's a Portuguese-speaking country, with a different colonial history and culture than most of Latin America. That's what I meant in my response

Allow me to interject - according to the quick research I just did, interestingly enough, EVERY country in Central and South America, plus Cuba, Jamaica, Haiti and the Dominican Republic, are considered "Latino", but they are ALSO considered HISPANIC with 3 exceptions: Suriname, French Guiana and Guyana.

Part of your research is wrong.
To be considered hispanic, the primary language spoken in your country would have to be Spanish.
To be considered latino, your country country has to be in the region of Latin America.
Jamaica would not be considered latino as their primary language is English or English derived patois therefore they would be considered a part of Anglo America such as the case with the USA, Canada and Belize.
