While I am no fan of Mr. Biden, he has been pretty clear that, at least as a matter of policy, he does not support de-funding of the police. In fact, with the exception of the FBI and several other Federal entities, this would be out of his jurisdiction anyhow. Police being under the authority of state and local governments.

That all said, there is a line from a British play. It goes, "I am a man of no convictions - at least I think I am." This aptly describes Mr. Biden on most issues.

He is not known for his deep convictions. At best, he is a populist. Populism not being a schematic philosophy or ideology, but rather what might be best characterized as an attitude. It being characterized as a belief that the "little guy" - itself a changing definition made in light of the passions of the hour - is the victim and it therefore tends to bend to the policy passions of the moment.

An example being illegal immigration and border control. At one point, during his Senate career (for which I as a former Capitol Hill staffer have a firsthand memory), Mr. Biden was a tough "law and order" border enforcer. The "little guy," after all, was facing unfair wage competition from illegal immigrants.

Then along came another populist, Mr. Donald Trump, who shared Mr. Biden's Senate era views on illegal immigration. The definition of the downtrodden and oppressed then conveniently changed among Mr. Biden's supporters - and he changed his views and policies as President.

The Duke of Wellington once famously said regarding Napoleon, "It matters not which way Bonaparte points this fireplace poker on the floor. Yet the instant he insists on pointing one way, we must instantly insist that it be pointed in some other direction." Thus also the depth of Mr. Biden's convictions.

Indeed, while Mr. Biden is on the record as opposing police defunding, based on his past history it is not unreasonable to assume that those views - and his policies - will change. Not on the basis of new data, but merely because the passions of the moment have changed.

For now, de-funding the police, particularly in light of the nation's skyrocketing crime rates - rates that the USA has not seen since the crime ridden 1970s - police defunding does not have strong support except among certain ideological constituencies in the Democratic party. (Indeed, even among racial minorities for whom crime de-funding was first proposed as a way of addressing their grievances with law enforcement, there is no real support for such de-funding. Such minorities being, after all, statistically among the main victims of crime.)

Given that reality, Mr. Biden, if he pays any lip service to de-funding at all, will do so only infrequently and quietly. As a good populist, populism being about the satiation of feelings of envy and resentment, Mr. Biden is not insensitive to the case for de-funding. However, also as a good populist, he will not move aggressively against the resentments of the hour - that main resentment being against crime and criminals.

All this being the long way around of saying that Mr. Biden does not support de-funding. (Though it might also be added that his stance on bail reform and other such related matters may do an end-run around that general stance.) However, that does not mean that he would not change his views as popular sentiments change. One more Minneapolis episode, and it is likely that Mr. Biden will be a "born-again" de-funder.

Yet, when there's a school shooting, who do they want there? The police, and in large numbers, to "fix" everything. You can't have it both ways.

Officially? I don't know if he's ever stated a position. Actually? The man is 9 for 10 in violating the Bill of Rights; the third Amendment is the only one he hasn't hit yet. He's probably VERY eager to have an excuse, and martial law would be the perfect one.

probably, because democrats say "there is no crime problem". What they complain about is police brutality and when officers are too strong or make the wrong decision.

They aren't capable of dealing with the problem because of their beliefs.

On June 8, Biden told CBS, "No, I don't support defunding the police." Rather, he said, "I support conditioning federal aid to police based on whether or not they meet certain basic standards of decency and honorableness. And, in fact, are able to demonstrate they can protect the community and everybody in the community.
