What would be the point. Punching with that force would break your own bones and wouldn't change the outcome. You can disable a human with a knockout with much less force. Throwing a shield really hard is kind of pointless when you can use a gun. There are plenty of normal people that have professional level fighting skills, running skills, agility training, parkour ability, cqb, etc. In a realistic context someone in Delta can walk into a building hold off a small terrorist squad single handed with just the kit they carry everywhere until a team of operators can arrive to sweep the building. The bad guys aren't superhuman. Often they aren't even very smart or trained well.

They're playing with genetically engineered humans in China right now but it's pretty horrific when they screw up.

The Nazi's did the whole selective breeding thing, as did a number of slave owners in the ancient and modern world.

Honestly though, it's not a great idea, making individuals with vastly superior capabilities leads to vastly superior ambition. Any flaws, particularly in psychology are also greatly magnified.
