In it’s intent, yes, as the person burning the flag is doing it in protest of the country, with the goal of showing that the country has lost/failed to gain your respect.

Objectively speaking, no, it’s not disrespectful, as nobody has any true obligation to respect pretty much anything.

I personally dont care but interestingly there are often laws for how to treat various flags. For example, the proper way of disposing of an old American flag IS TO BURN IT. You are now allowed to just throw it away, you must burn it.

Also i remember a funny article, where someome tried to burn either the flag of the EU or a flag of one eu country, and because of eu regulations, regarding fire hazards, that flag didn't burn at all.

I have burned maybe 4. They were worn out and in tatters. There are rules for burning an American Flag and I conform to them. Burning a nation's flag in anger is disrespectful.
