There's no point in freezing what will never be born. Even if they get to be born, who will take care of them? Many couple who undergo IVF and other methods of artificial insemination freeze their eggs and embryos or just throw them out. I think the number of frozen embryos in the US are over a million, most will never actually be born and are instead forever stuck.

The government would have an interest in maintaining the population and would have them raised in larger full time schools that also act as a home or they will pay people to raise them.

Many countries has shown an interest in maintaining their populations, you are right. Generally countries facing a depopulation crisis, however, they're dealing with it by trying to convince more of their citizens to have children (which has failed in nearly every country, I think Hungary is the only one with some success in this regard) or by immigration.
It will be hard for a country's government to pay people to raise children with an aging population (most adults, being only children, will already be stressing about taking care of elderly relatives. I don't think many want to have children to add more dependants to their list, biological children or not).
The government, at least in the United States, is already having a hard time getting people back to work. Are you sure giving them money will motivate them to do this sort of work?

In way it wouldn’t be going back to work, it would be staying home to raise the children, at least one adult. The claim today among the young is that they cannot afford to do so so they need a lot of help. The country needs future citizens so the tax credits at least should be quite large as an encouragement. Lastly, the government may have to setup institutions dedicated to raising citizens from birth.

Many of the countries facing depopulation, particularly European countries like Poland and Russia, have already attempted to lower taxes and add more financial incentives so couples could have more children. There's not exactly proof that this will work. Plus, having children is work, pregnancy is tiring and mothers (sometimes fathers) need a break from work for a while after the birth of a new child.
I am not against your idea, I'm in favor of adoption and i don't think many adults are aware of embryo adoption either. One of the major steps a country could take to combat depopulation would be creating a culture that celebrates parenthood (i think this is in part why Hungary has been successful with their birth rate). I think your idea could encourage that as well.

I don't think this would happen unless the people were paid to do it. I just did a Google search, and where I live, guys can make up to $1,500 per month. It works out to $100 per whack. And women can make between $5,000 to $10,000 per month.

As I noted in the post, the world itself is coming to a point where everyone will have money and then the population sinks so this will be a problem in a generation or two. The government would fund this if they want tax payers and people to build and maintain the country.

Yes, for now. But nice nations become advanced birth rates plummet. Look at Europe, Japan and the US. Soon the world will sufficiently advanced for the same sharp reduction and it only takes a generation or two to have it plummet.
