Therefore, when women are denied sperm, men would willingly donate were it not for child support; in effect, the women are punished.

"should" is a moral imperative, receiving sperm with certain genes is not moral or immoral.

If you are paying for a certain quality and don't receive what you were sold then sure, that would be a problem. But there is no obligation on men to put a product of a particular quality on the market.
