Depends on how you use both of these terms. An incel is someone who isn't desired for sex basically but its being used to describe men who hate women in general. As for feminists, its advocating for womens rights but typically now is used for blue haired men hating women. The definition and how these terms are used are different now than what they were years ago.

Incels don't:
1) take over the media in order to make men look stupid and incompetent
2) participate in anti-male discrimination in institutions such as juvenile domestic courts and the criminal system.
3) write entire books dedicated to how much they despise men, after serving losing the presidential race
4). make false accusations about how they were raped
5) complain about pay gaps but never try to get jobs no one else wants like picking up garbage
etc.
