Poor in a rich country. For one thing, being rich in a poor country your more likely to be a victim of a violent crime either way as poverty breeds crime. But also at least being poor in a rich country (like the United States) you have the possibility the potential to improve yourself.

Depends who the rich people are if it was the second one. People who are rich can sometimes keep people poor.
