Do you think what happened in Memphis is a result of black culture?

AL Sharpton said this would have never happened had the victim "been white" but of course, he never explained why. I hear a lot of talk about "police culture" and how these black cops "are a product of white supremacy" but it seems a relevant question is, is this just another daily occurrence of black on black crime? There seems to be a culture within the black community that is being ignored, a violent culture. A culture that has no regard for their fellow man's life. Would this had happened had the victim been white?
