It was a test for the Biden Administration, which it failed totally.
It should have been downed as soon as it was spotted over Montana. but the big question is, it over flew Alaska, parts of the Yukon, British Columbia, Alberta before entering Montana airspace and NORAD did not pick it up? Or were they asleep at their desks?

I heard that the Chinese themselves wrote a research paper about how these balloons can be used to test air defense systems. Maybe to lay the groundwork for cruise missiles. Of course, many people think it's unthinkable that China would raise a hand to the U. S. one day.
