Canada probably doesn't have the means to do it themselves, even if Castreau wanted to. Their military has been thoroughly gutted over the years, and it wasn't even that long ago they were seriously talking about disbanding their entire air force and tank units.

Their ENTIRE arsenal of AIM-9X missiles (the version we used) consists of 50 missiles total.
