Wrongs are wrong. They don't ever become right. Sometimes the wrongs might be for the right reason or have a beneficial outcome ( @Agape93 has a good example) but the wrong is still wrong. It is especially so in that you can't compare wrongs or the quantity of wrongs and somehow they balance each other out. It doesn't work that way.
People justify all sorts of stuff. One of the things that holds societies together is a shared sense of what is right and what is wrong. I'm not saying what those things are or should be. One of the problems in the world today is that the ideas on what is right and what is wrong are splintering. Laws can only take us so far.
If you use other people's behavior to justify lowering your standards for your own personal conduct, then that proves that you actually have no standards at all.
If someone rapes your kid, and you kill that rapist, you did a "wrong " act that ended with a good consequence.

How about provide me an example in a update of where the Ends justify the misuse of the Means. I think this is what you are asking but I’m not certain. Very vague at this point.
An eye for an eye. The basis for this principle is that if you do wrong to someone expect the same from them.
That doesn't make it right.
