If you can't respect people's right to speak then nobody can respect your even telling them the truth.

In regard to serous threats or attempts there of they are treated as crimes under the agree upon laws.

In regard desires to withdraw and form new boarders the right of the people to govern themselfs is fundamental and inalienable for a free people. The only legitimate question is whether there are a majority of them who wish not to share a state with you in any location around which you can draw a new border line?

If there is, that is where the line is drawn.

If there isn't, then they need to either vote with their feet, submit, or renegotiate the terms of the constitutional relationship and submit.

Just as it maintained in the Declaration of independence 1776 in declaring said right inalienable.
