The history of racism in America is well-documented, but dogs don’t try to categorize people into races the way some humans do. For this reason, it is impossible for dogs to be racist. However, dogs do see people with different skin tones... differently.
A lot of this has to do with exposure, as a dog who has seen people of all varying skin tones will likely respond the same to everyone. But a dog who has been brought up in a home or area with only one skin color may not understand what the variation of color is all about. And, it can make reading facial cues a different experience - which could throw your pooch off.
Dogs tend to bark at people that exhibit nervous body language and produce other stimulating movements that signal a potential threat/fight situation. Black people are commonly afraid of dogs, so they exhibit nervous body language. As a result dogs pick up on their shady behavior.
Another thing is that Black people are more commonly racist than any other group. So they tend to look at people of other races with hate and discontent. The owners of the dogs are respected and trusted by those dogs as members of their pack, so if you're looking at them all wrong like you want to do bad things, those dog will fuck your shit up.
She is probably around white people mostly and her family is white. Dogs are more friendly to what’s familiar to them. I used to have a dog that hated little kids because she was never socialized around kids.

Dogs are incredibly skilled at perceiving people''s emotions. For example, when we're upset, it's common for our dogs to respond in a way that's comforting to us. There's a reason we call them "Man's best friend".
When your dog barks at black people, her aggression could be a response to something she's sensing in your behavior. She's echoing your racism.
Most dogs act like this. They can detect things we humans can not and don’t like to admit.
I know the answer.
