Why are people mad at Trump for paying so little in taxes, instead of the politicians who wrote the tax code allowed him to do so?

When people are addicted to drugs, you don't fix the problem by going after the people using the drugs, you go after the people selling the drugs. Taxes are no different, you get mad at people using the tax code to their advantage to pay less taxes, you get mad at the politicians who wrote the tax code in their favor. Trump is a war criminal and I hate him, but even I'm sane and competent enough to understand that Trump paying so little in taxes isn't a Trump problem, but a problem with our broken tax system favoring the wealthy.
