Yes. Genetic weakness should not be passed on. I know a couple have four kids with down syndrome, they were told after the 1st one that they shouldn't have kids after a dna test of the couple showed they had a strong liklihood of future kids having downsyndrome.

Modern medicine and science has meany that genetic weaknesses that would have in the past not have been passed on because of premature death or undesirable breeding traits such as diabetes, asthma, short eyesight, sickle cell, cleft pallets, dwarfism, Cystic fibrosis, Huntington's Disease, heart disease, epilepsy you name it. So as these inherited genetic diseases and weaknesses are made more common by modern medicine making them more survivalable and manageable then the human race will have to engage in old school breeding techniques done with animals or some sort of genetic editing or engineering.

The Jews in New York were very successful with eugenic programmes. Tay–Sachs was a problem for Eastern European Jews in America and its largely been eliminated. Basically a Jewish couple who are looking to get married and have kids are tested and if they are both carriers of the gene are discouraged from marrying which is tough but it prevents this disease in kids.

Darwinism has worked okay so far. Maybe the reverse darwinism that is going on in America since the 60s where people are rewarded for having illegitimate kids is finally reaching a tipping point and noe a lot of people are revisiting eugenics. If you look at cities like Seattle, Minneapolis Oklahoma city or Houston you see a great deal of street crimes, most perpetrated by minorities. You never saw it anywhere near that extent 40 years agom

Margaret Sanger certainly was in favor of it. Since black women get abortions at 5x the rate of their white counterparts, I guess she's seeing her dream come true.
