A more effective way to do this would be to again legalize abortion nationwide and provide generally more access to family planning and birth control. Along with improved sex education and resources for teenagers

It is more effective at stopping the population from growing, but not so much at reducing it. Should watch Harrison Bergeron (inspired this question) great movie, everyone is forced to be the same and crimes as petty as shop lifting gets you the firing squad which, are televised on TV.

I'd laugh, at least in the USA. Capital punishment has been abolished in 23 states and in the federal capital, Washington, D. C. and it can take a very long time on death row to even be put down. Death-row prisoners in the U. S. typically spend more than a decade awaiting execution or court rulings overturning their death sentences. More than half of all prisoners currently sentenced to death in the U. S. have been on death row for more than 18 years.
