Some people don't commit violent crimes because it's legally wrong and others don't do it because they believe it's morally wrong as well as knowing it's also legally wrong. For instance, some individuals don't murder or rape because they wouldn't want to suffer the legal consequences even if they don't have a moral conscience about it. Then some wouldn't commit rape or murder even if there were no laws against these acts because of their moral conscience.
