Men rule the world because, aside from procreation and nurturing of children and older adults, men fill literally every role that is critical to maintaining modern society. The only times women "rule" are when men allow them to. That's an important distinction. It's sort of like parents allowing a teenager to participate in family decision making to give them a sense of self importance and confidence.

To your point about women ruling in terms of beauty and sexual attraction, again, it only happens when men allow it. Men "need" women for sex and procreation, and women need men in order to survive. Again, an important distinction.
