no, "N..." is an identity and culture and a word used to hold someone down. She's not in it.
My rule would be if you are in it, then it's a way of communicating to people that think like you, since it's how you were raised to think, so that you can stay in your pit of despair, wear cloths that drag down to your knees and such. Basically... mind control within the culture to continue the oppression within. I wouldn't use it, frankly, it should be considered bullying, but it's their culture. It's a subtle cut down.
Outside of the culture, it's a put down to hold someone lower and should not be used in favor of pulling them out of their personal oppression.
It's really messed up, but nah. she ain't black and she knows it, stop playin' Being a bit African don't make you BLACK. Black is not a color in the given context.

I have no idea. I have heard from people who are mixed saying they are still 100% black even if they're half-white, for example. Blackness is a way of life or something like that.
The n-word is just super confusing to me as Japanese. I hear it music so often that is popular here in Japan and it wasn't until I went to US that I realized it can be so offensive that I am not even supposed to sing along in Karaoke and kind of bleep myself.
If 25%, I’m assuming one of her parents is half black. So it is what it is. If she means somewhere deep in her ancestry but both parents dont look an ounce of black then thats not going to fly. She can say whatever she wants but if she gets smacked upside the head, she brought it on herself. There are so many other words she could’ve chosen for her vocabulary like “dude”, “bro”, “sis”, “man”, “guys” etc
i don't know the whole story obviously but is she 25% African or 25% black? there's a big difference - either way i don't know why people say it anyways, and if you're questioning whether or not you're ALLOWED to say it then you probably shouldn't

She can say it if her lungs, tongue, and relevant parts of her brain function properly. It's a word (if an extremely impolite one), not a magic spell. The only power it has is the power you give it.
