no because not everyone is actually ugly and most who believe a truly attractive person is ugly would be virtual signaling. verbally they may say one thing but instinctively they are thinking something else

it's virtue signaling for a man to think Taylor Swift is hideous, that guy would get a boner if Taylor Swift even smiles at him. likewise it's the same for a woman who thinks Chris Hemsworth is hideous

the whole "beauty is in the eye of the beholder" is a cop out to make unattractive people feel less bad about themselves and rely on non-existent false hope instead of putting in the necessary action to make drastic changes to their appearance, not just the gym but also surgery for areas that going to the gym can not fix.

there's a difference between people saying someone isn't ugly and the results that proves someone isn't ugly

for example, an "ugly" guy like Leonardo DiCaprio who fucks plenty of hot women probably isn't that "ugly"
