Genetics wise only white people (people of European descent) can only be European. Nationality/citizenship is only a sheet of paper.

How far back do you want to go. Europe, like most places has had waves of migration and conquest. If you are not counting present day europeans, which include a wide range of backgrounds, how far back do you want to go?

Maybe a better question is what is the goal? What does "European" mean here?
