Why did the USA not limit Windows, Red Hat, iOS, Android exports to only its closest allies after September 11?

I only thought of it now myself, but it'd basically erradicate anti-western terrorism if all computer software made in the USA got prohibited for anyone with a criminal record and/or national of unfriendly country (especially the terrorist ones, who all use USA software smartphones to organise killings and attacks against 1st world citizens, especially the whites)

They would lose a huge world market. Some other company would write their own OS and sell to the rest of the world.

How would that have helped anything? All that software collects more information than it gives out, it would be a useful spy tool to have out there.

What a completely silly and impractical idea. Other operating systems were already around, for example Linux was invented in Finland, in 1991.
