The real question you should be asking is why are these disciplinary centres necessary? Why aren't deviant kids being expelled? Why are teachers being assaulted on daily basis? Why are teachers leaving teaching? Why is the schools system crumbling under the pressure increased class sizes due to of too many illegal immigrant kids?

Sounds like these discipline centres are really just a nice PC word of getting the increasing numbers of disruptive and violent students that are badly raised they can't expel out of the classrooms.
