Out of the over 400 verifiable crimes he has committed (most of them misdemeanors but there are a few felonies), they are actually trying to bury most of them by making extremely softball cases for just three, and that includes effectively expunging the open and shut illegal firearm possession charge. Of the lesser charges, a handful of state prosecutors (including at least two from red states) could easily bring all of them to court but have actively chosen not to. That alone sets the tone for how badly the feds want to drag their feet on this and make it disappear.

The implicit reason for this is actually pretty complex - Hunter is almost worthless to the government, but it's obvious at this point that his dad is directly involved and benefitting from his corrupt business dealings and therefore both are guilty of FARA violations. This gets really messy however with regards to at the very least dealings with Ukraine because Barrack Obama had to have been either complicit or oblivious beyond all reason. This further implicates that bringing down Hunter doesn't just bring down the Bidens, but likely multiple other prominent figures from the Obama and Biden (current) administrations. The Democratic party would likely flip on Biden if they could somehow guarantee that only Hunter and Joe suffer any consequences, but there's no way they'd abide a thorough investigation. Equally as important, it's very unlikely that the Republicans would rally enough support even within their own party for it, between the RINOs and the weakdicks who value the perception of stability over actual standards.
