I think they can be. China is a shooting star that will be scuttled by demographics and the Communist system. Western Europe is collapsing die to the Muslim invasion and general malaise. The United States is following Rome into oblivion for cultural reasons.
India has to strengthen it's military, establish English as it's national language and industrialize. They need a plan to ascend to Super power status by the end of the century to pick up the USA's slack.
No. Too weak. They've had 80 years to develop and its basically the same as when the British left.
Not without improved infrastructure and stable government.
