Why is that? Why wouldn't they be proud to say they voted for him? There are at least 350 million people in the country. Why wouldn't the electorate be proud of their choice?

The choices we have to make are not always the ones we want. Stalin's speech about the counting of votes refers to a dictatorial state, said after the falsification of the elections in the Eastern bloc, where the communists lost the elections in most states, especially in Romania, in favor of the liberal and peasant parties.
Indeed, Stalin's words undoubtedly represent the doubt and skepticism of society towards its leaders and vice versa.
This quote does not apply to a democratic and free society, but rather to a dictatorial and full of corruption like the countries of Eastern Europe.
