Sure they can. There's no such thing as "reverse Racism" there is just Racism.

In my way of thinking, Racism is a belief that your race is inherently superior to another race according to standards you arbitrarily set.

It is self delusion to for an average Black person to believe their race is inherently superior to the average White race, other than in certain athletics; a standard they arbitrarily set.

In general, Black people tend to believe they are inherently superior to "Orientals" according to a standard they arbitrarily set; athletic capacity. They do not consider academic or mathematic capability worth considering. They consider both "racist".

And, the thing is, making the excuse that a certain group is automatically underprivileged and/or poor gives them special, protected status.
