The YouTuber who posted the video can see the counts of both Likes and Dislikes. YouTube used to show both, and then dropped the Dislikes count about two years ago, with the explanation that some people might increase the Dislikes count just to get even with the YouTuber.

Shortly after YouTube changed, G@G did the same.

I forget the exact catalyst that drove youtube to remove it, but it's for the same reason why most of those social media giants have removed the ability for people to voice negative feedback: it ruins the effectiveness of their propaganda.
