Why hasn’t Russia committed into total war?

It’s simple because it’s not apart of the plan, the main plan was to empty jails & send boys to war to control their population.

Anyway Russia is totally at war in a conventional sense. Its got plenty of troops to draft but struggling to arm them with modern equipment. They lost so much of their best men and equipment in first few months of the war that they've struggled to replace. Conscripts take time to train and if they don't want to fight are ineffective. Plus a trained professional soldier is worth 5 conscripts, and those extra conscripts cost 5 times more to supply. All the Russians can do is strategic bombing of cities using cruise missiles and trench warfare, basically 1980s Soviet battle doctrine, most of their equipment is from the 60s-80s era.
Obviously they can't use nukes because Ukraine is on their boarder and radioactive fallout would find its way into Russia affecting Russia's citizens with cancers and tumours as well as iraddiating Russian water and crops.
Can't use gas because it might makes its way back into Russia and its toxic for the environment.
Can't use biological weapons because it may backfire on the Russian soldiers. Also with biological and chemical weapons, there would be nothing stopping Ukraine from using these weapons to attack Moscow. These weapons weren't used in ww2 because everyone feared retribution.
Russia has been shown to be military and economically weak, it is as much at total war as it can possibly be but lacks economic & industrial capacity to fight this war and unlike in WW2 the US is giving everything its enemies need instead of supplying Russia for the victory.

I mean like Total war with who?
If it's with USA... it's like the world's top 2 fighting each other and that would be really disastrous
